Since its formation in 1991, the Orange County Transportation Authority (OCTA) has kept residents and commuters moving throughout the 34 cities and unincorporated areas of Orange County. Overview:

Under minimal guidance, plans and supervises the creation and implementation of marketing, communications, and outreach programs for OCTA using digital and traditional tactics.  Oversees projects from initial concept development and planning through production, distribution, and evaluation.  Collaborates with creative team to develop design solutions that meet both brand standards and business objectives.  In conjunction with the digital marketing team, achieves digital approaches with an emphasis on tracking, reporting, and optimization.  Manages and motivates a team to develop innovative marketing campaigns and programs that meet organizational goals with strategic methods and creativity.

 

This is an exempt position in Salary Grade S: Min $95,867.20 - Mid $1115,273.60 - Max $134,659.20 annually. The starting salary will be within this range based on qualifications.

Requirements

Responsibilities:

  • Oversees marketing and customer communications campaigns. Manages and oversees timelines and deliverables with direct management of meetings, milestones, approvals, and campaign assets.  Oversees the development and execution of marketing campaigns and manages the work and deliverables of assigned staff.
  • Manages, supervises, and coordinates project management staff; assigns activities, projects, and programs; oversees and manages products, methods, and processes. Develops and administers processes and management controls needed to ensure consistent work quality and efficiency. Establishes performance measures and evaluation procedures to measure effectiveness of section activities.
  • Develops and manages the annual plan, strategy, and budget for marketing and communications plans to support awareness and ridership retention and growth. Provides strategy direction, clear feedback, and key deliverable information to internal and external resources.
  • Ensures the integration of branding, campaign messaging, and strategy across all appropriate channels.
  • Works with the internal creative team and external resources to plan, manage, and execute creative concepts and visual marketing strategies and programs to deliver the best user experience and a cohesive visual identity across markets and through all consumer touch points.
  • Manages, monitors, and trains staff. Manages procurement opportunities, vendor relationships including financial responsibilities.
  • Maintains marketing budgets and tracks performance and success metrics related to marketing campaigns.., optimizing performance, and providing recommendations that increase ROI.
  • Produces daily, weekly, month-end, quarter-end, and annual campaign performance reports. Performs ad hoc analyses as required.
  • Identifies opportunities for process improvement and makes constructive suggestions for change.
  • Advises management on emerging communications vehicles, measurement methods, implementation strategies, etc., that may enable the agency to enhance communication effectiveness among target markets.

Qualifications:

Any combination of education and experience equivalent to a bachelor's degree in communications, business administration with a marketing emphasis, or a related field, with a minimum of five years of marketing or closely related experience, with three years of experience in management.  Transit, travel, or tourism industry marketing experience desirable.

Knowledge of:

  • Effective management principles and practices, including planning projects, organizing people, monitoring progress and performance, and problem solving.
  • Principles and practices of budget development, monitoring, and implementation, capital and operating budgets, and funding sources.
  • Project management methodologies to effectively manage people, action plans, timelines, and budgets (PMP Certification or equivalent a plus).
  • Advanced Excel and possession of analytical skills.
  • Related best practices, industry trends, and new digital and creative methodologies.
  • Online and social marketing; media planning & optimization; data and analytics research and reporting.
  • Established and emerging digital marketing practices, concepts, and procedures.
  • Website development standards, including responsive design and content management.
  • Web metrics, digital analytics, with the ability to generate, analyze and interpret data.
  • Online and social marketing, media buying and optimization, data and analytics research and reporting.
  • All Microsoft Office programs and digital marketing tools including Google Ads and Analytics, Facebook Ads Manager, etc.
